General Sales Agent (GSA) Policy

English summary of GMVN's General Sales Agent terms. The signed policy, in Hindi, is the authoritative text: see the PDF below.

GMVN appoints travel agencies as General Sales Agents (GSA) to sell its package tours, additional tours, rest-house stays, trekking, mountaineering, skiing and rafting. Appointment is for one year in the first phase, and GMVN may renew it, with preference to agencies that bring winter business after November.

Who can apply

• A firm registered with the central or state government, with a GST number and PAN, and a registered business.

• The agency must never have been blacklisted by any state or central government or agency; a notarised affidavit on Rs 100 non-judicial stamp paper is required.

• The application must be signed by all business partners of the firm. The Managing Director may reject any application, including incomplete ones, without giving reasons.

• On approval the agency signs an agreement at its own cost; no security deposit is needed before signing.

Bookings

• Agents book package tours and additional tours in advance through their online booking login.

• Trekking and mountaineering bookings need at least 15 days' notice to GMVN's Trekking and Mountaineering Division; the agent confirms the advance and the tour as proposed by the division.

• Skiing and rafting bookings are confirmed through the Dehradun head office or the PRO offices, with at least 15 days' notice.

• If GMVN rest houses, buses or taxis are full, tours run with supplementary accommodation and contracted vehicles under GMVN's terms.

• Bookings are made only at GMVN's published rates, and agents follow GMVN's rules on them.

Commission

• Season (1 May to 30 June): 10% commission on May and June business, no bonus.

• Off season (1 July to 30 April): 20% commission, plus a year-end bonus of 0% on business up to Rs 10 lakh, 5% from Rs 10 lakh to 25 lakh, and 10% above Rs 25 lakh.

• Commission is paid digitally and automatically within the set number of days after each transaction; GST is deducted from the business amount before commission, and TDS applies to the 20% commission.

• The Managing Director may approve extra commission for education tours, large tours and for promoting new destinations.

Cancellations by an agent

• Notice 15 or more days ahead: 30% deduction. Notice between 15 and 5 days: 50%. Notice under 5 days: 100%. Deductions include GST.

• Refunds follow approval by the Yatra Office. A cancellation made on the GMVN website with the unique reservation number is deducted directly; no refund is due to the GSA on it and the commission paid is not clawed back.

Conduct

• The agency pays for its own publicity; GMVN's printed material is available from the head office, PRO offices and the Yatra Office, Rishikesh.

• The agency must not compete with GMVN's PRO offices or any other GMVN office.

• GMVN's logo may not be used after the first year without renewal; legal action follows misuse.

• Only GMVN's authorised officers may issue LTC certificates for tours; agencies cannot.

• Breach of terms, harm to GMVN's reputation, or not being registered for online booking lets the Managing Director cancel the agreement and blacklist the agency.

• Disputes go to a sole arbitrator under the Arbitration and Conciliation Act, 1996; jurisdiction is Dehradun, Uttarakhand.
